3.1 Except as permitted in Article 3.2, all steel plates shall be normalized and tempered. The minimum normalizing temperature for 22V grade steel is 1650°F (900°C). The minimum normalizing temperature for 23V grade steel is 1850°F (1010°C). The minimum tempering temperature is 1250 °F (675 °C).

3.2 Steel plates that do not require heat treatment orders in accordance with clause 3.1 shall be supplied in a stress-relieved or annealed state. Steel plates ordered in accordance with clause 3.1 and table 1,.
