This specification covers quenched and tempered carbon steel and high-strength low-alloy steel plates for structural quality used in welded, riveted, or bolted construction. The plates should be heat treated by heating to the temperature at which the austenitic structure is produced. Thermal analysis and product analysis should be performed on the material and should meet the required chemical composition levels of carbon, manganese, phosphorus, sulfur, silicon, vanadium, collum, nitrogen and copper. The plate should be subjected to tensile test, and the applicable grade should meet the specified mechanical properties such as yield strength, tensile strength, and elongation.
